Dr. Riley, Bishop of Perth, in the course of his inaugural address at the Anglican Congress, uttered a warning of dangers ahead over racial questions. "We demand," said the Bishop, "a White Australia. Has anyone ever considered what it means? what it will cost? or who will pay the cost? Is Australia to play at dog-in-the-manger. Wo car hear other nations saying : "What right has Australia to hold such a large tract of country, and do nothing with it? 1 " Dealing with the question of reunion of the churches, Dr. Riley declared that nothing more could be done at present. (Received October 29, 10.30 a.m.) PERTH, This Day. The Anglican Congress discussed the White Australia question. Divergent views were expressed as to the probable result of an Asiatic overflow into Australia. Archdeacon Whitington, of Hobart, said that if a White Australia was intended to carefully guard racial purity, he was altogether in favour of it. He was afraid his Labour friends meant a good deal more, and that the object aimed at was the entire exclusion of coloured raoe&. He suggested that consideration might be given to the suggestion to develop tropical Australia by means of indentured labour. Canon Stephen said it was nou on account of difference of civilisation, but difference of religion and for the sake of religion, that the Whit-e Australia policy was the right one. The Archbishop of Brisbane (Most Rev. Dr. Donaldson) said he considered that the White Australia principle was un-Christian. The only alternative to having coloured races was an empty Northern Territory, and the attraction of an empty north would be greater than if we attempted to fill it. The only solution of the trouble was indentured labour. He was heretic enough to believe that the salvation of the north was to be found in kanaka labour.
