BRIGAND CHIEF. RAISULI AS A GOVERNOR. KAID MACLEAN'S RANSOM.

The origand chief Raisuli has been appointed Governor over a dozen tribes, in North Morocco. It is understood that he will restore to the British Government £15,000, the amount of theransom paid for the Kaid Sir Harry Maclean. It is , also understood that M*ulai Hafid, the 4-kritan of Morocco, will also ! pay £5000, which Raisuli presented to • him out of -the ransom. The Kaid was captured by Raisuli in •July, 1907, while on. a mission from the ■ late Sultan, and held a prisoner for •seven months. He was released by Raisuli in exchange for a number of prisoners, £5000 down, and £15,000 more in three years, subject to his good behaviour. The word "restore" in the cable message is inappropriate ; what it is intended to convey, no doubt, is that Raisuli has relinquished any claim to the £15,000 that would in the ordinary course have been paid to him. The £5000 that he received he, apparently, passed on to the Sultan.
