PEKIN, 10th December. .Statutes which have been published at Pekin have conferred upon Prince Chun (the Regent) complete- Imperial power. The people are ordered to regard him as d« iacto Emperor. Prince Chun, brother of the late Emperor, and father of the present baby Emperor, is regarded as a strong man. IHe is a general of the Plain White Banner Coips, and Commandant of the Chienju Regiment of the Imperial Guards. In 1901 he, went on special embassy to Germany. The Shanghai correspondent of the Tung Wah Times, writing to Sydney by a- recent mail, says the representatives of various provinces met in Pekin on 9th August with petitions for the establishment of a Parliament, and decided to ask the censorate to present the petitions to the throne soon, otherwise they would not be responsible for the natives of their provinces. It is stated that Wu Ting Fang, trie. Chinese Minister to the United States of America, cabled to the Pekin Government: "Turkey has carried out a constitutional government system, r and the Powers look upon Turkey with respect, and therefore China should carry out a constitutional government system promptly to relieve the public mind and to consider the national fee-ling." It Ib reported, goes on the writer, that the Pekin Government has decided to establish a Parliament in six years, three years to be devoted to preparation, and another three years to organisation. [An Imperial decree issued at Pekin Giders the convocation of a Parliament in the ninth year after 27th August last.]
