By Telegraph.— Press Association.— Copyright. LONDON, Bth February. In the House of Commons a debate took place on a Bill introduced by Mr. W. H. Dickinson (Liberal member for St. Pancras North) to abolish plural voting by electors in London, to provide for continuity of register in the case of removal from one district to another, and to extend tho hours of polling. The measure was talked out. Mr. Dickinson, who is identified with various philanthropic enterprises, is a lawyer by profession. He has been a member of the London County Council since 1889, and was chairman of that body for a period.
