" ALL-RED " SERVICE.

PROPOSAL DISCUSSED IN LONDON. COLONIAL VIEWS. NEW ZEALAND WILL AMPLY CONTRIBUTE. By Telegraph.— Press Association.— Cocyriglit. (Received December 5, 8.55 a.m.) LONDON, 4th December. The Hon. Clifford Siffcon, K.C., a former Canadian Minister of the Interior discussed th& "All-Red" route scheme afc a meeting of the Liberal Colonial Club. He said he was confident the scheme would shortly succeed. The Hon. W. P. Reeves announced that New Zealand was prepared to aniply contribiito towards the cost. Captain Collins, the Commonwealth agent, mentioned that reasonable cost would be a factor in the situation. Australia, he added, was sympathetic in all Imperial matters. Lord Brassey suggested that the Canadian Pacific Railway Company might financially co-operate. MR. REEVES'S OPINION. AN EXCELLENT PROSPECT. LONDON, 4th December. Mr. Reeves thinks there is an excellent prospect of the "All -Red" Rout© Committee recommending a scheme embracing Atlantic and Pacific services Which will afford the desired speed without involving a prohibitive subsidy. Mr. Reeves considers it unlikely that the British Government would subeidiso an Atlantic service only, since that would not afford the Imperial advantages desired. The question of tho cost of the suggested sorvice is, of counse, all-import-ant. Some authorities, including Sir Charles Dilke, or© pessimistic, while others, including Lord Brassey and Lord Strathcona, aro optimistic. In. September, speaking in Liverpool at a luncheon in connection with the Associated Chambers of Commerco gathering, Lord Brassey spoke strongly in favour of an "All-Red" steam service. He said (hat there should be a Stateaided "All-Red" route, and declared that there could be no link more binding than that of quick inter-Imperial communication.
