The New York correspondent of The Times says that President Roosevelt's policy aims at obtaining a fair valuation for railway properties. Legislation will then be introduced making it criminal for the managers of railway and other companies to speculate with their funds. THE CAUSES. ' A COUNSEL OF ECONOMY. PRESS ASSOCIATION*. LONDON, 19th March. Tn the House of Commons, Mr. Asquith, Chancellor of the Exchequer, in reply to Colonel Sir Howard -Vincent, Conservative member for the Central Division of Sheffield, said that many of the causes contributing to the decline of •Government stocks and other high-class securities were international in operation. He instanced the necessity of replacing capital destroyed in the San Francisco earthquake and other disasters. The best remedy, so far as the Government's influence was concerned, was to reduce expenditure, strengthen the sinking fund, and avoid borrowing for curront expenditure.
