TO THE EDITOR. Sir, — I listen in vain for some outcry against- the stinks in this city. It is no use crying " wolf " when the mischief is I done. Daily visits of sanitary inspectors into the back premises appear absolutely essential to bestir people to a sense of their duty. Collections of dirt 6hould be removed each day, and cleansing operations resorted to where required- in respect of drainage and sewage pipes. In many cases the flushing operations aro not satisfactorily done. Clean houses, clean shops — and compel people to pay for cleaning them, if they have no time or inclination for eeeing to the cleansing process. " At present, no one seems responsible. But what with Health Departments and sanitary inspectors, surely some definite responsibility should bo marked out for seeing that ■premises are cleansed properly. There are a few conscientious folki in the different districts, whose premises 4 are always a credit to them, but take the great majority, and one would find they need a stimulus for their efforts in the shape of a beadle, or the plague. Tho municipal plan for removal of rubbish wants revision badly. It transpires that the reguJar municipal carts are only to take away rubbish of a certain limited -quantity. Any load of rubbish of more than ordinary size has to be removed by special contract made by the owner or householder with some contractor. The J consequence is that tho said rubbish perhaps remains for days without being removed. Commonsense demands that it should be at once promply removed by the Corporation carts — and a charge' thereupon made upon the householder for' any extra cost. — I am, etc., SOAP IS CHEAP.
