AUSTRALIA'S MANDATE. [FB«M ABSOCUTIOH.I ■LONDON, ?lst January. In the course of an article on the coming Colonial Conference, The Times ■remarks that nustralia has given Mr. Deakin a clearly-expressed mandate respecting her naval contribution being in ships, not money, also ;n; n regard lo navigation policy, imperial preference, and the need for constitutional arrange* ments compelling the Colonial and Foreign Offices and other departments to keep in touch with the various parts of the Empire where common interests are concerned. The Times attaches importance to Mr. Deakin's personality, and believes he is bound to leave his mark on the conclusions of the conference.
