THE SINKING OF THE KNIGHT COMMANDER. [fbess absogiatiok.l LONDON, 15th September Notwithstanding the finding of the Russian Supremo Admiralty Council, Sir Edward Grey, Minister of Foreign Affairs, asked Russia, to reconsider the case of the steamer Knight Commander, which was sunk by a Russian squadron on 24th July, 1904, and subsequently declared by the Prize Court a lawful prize. Russia, however, declined to accede- to the request. Sir Edward Grey now proposes that Russia should submit to the Hague Tribunal tho questions— (l) Whether the destruction of the vessel was warranted- by generally recognised principles of international law, and (2) if not, what damages should be paid the owners of the steamer and of her cargo. In his communication to Russia tho British Minister expresses the hope that the proposal will bo *WCptC<i.
