In anticipation of a rising on January 22nd, the authorities at St. Petersburg are enrolling a thousand additional police. They intend arming and employing the police as troops. The Tsar, giving audience to a deputation of' reactionaries, said his recent manifesto was the complete and deliberative expression of his inflexible, unchangeable will. He urged them to cooperate in pacifying the country and in realising reforms. AX ARSENAL SEIZED. (Received December 18, 8.24 a.m.) ST. PETERSBURG, 17th Dec. The Rostotf Grenadier Regiment at Moscow mutinied, set a number of prisoners at liberty, and seized the arsenal, together with a quantity of arms and ammunition. They have placed a machine gun in front of the barracks. The colonel of the legiment has resigned, and a committee oS twenty is now commanding it. The Cossacks and police at Moscow repelled an attack by railway men upon the domiciles of members of the "Black Hundred." MASSACRE OF MOSLEMS. PROTEST FROM THE PORTE. CONSTANTINOPLE, 16th Dec. The Porte has vigorously protested to St. Petersburg against the renewed massacro of Moslems at Tifiis. The Ruwian authorities distributed arms amongst Aimenians, encouraging them to attack the houses of Tartars. The inmates weie slaughtered, including women and children. Numerous Ottoman subjects Mere amongst the victims.
