♦ MR. BALFOUR'S PROPOSALS. RULING ON THE PROCEDURE QUESTION. [PBESS ASSOCIATION.] LONDON, 18th July. The Speaker of the House of Commons rttled that the redistribution of seats resolutions must be taken separately, and afterwards dealt with in Committee of the Whole. Mr. Balfour thereupon withdrew the resolutions, and announced that he would proceed with, the proposals by means of a Bill next session. The Opposition is jubilant at the Speaker's decision. The Times considers it was ridiculous for the Government to lightly embark on redistribution without haying taken ' the obvious precaution of privately consulting the Speaker in regard to the mode of procedure.
