THE PEACE NEGOTIATIONS.
•M. DE WITTE'S APPOINTMENT. . LONDON, 15th July. M. de Witte, one of the Russian peace plenipotentiaries, had a prolonged interview with th© Tsar. It is understood that his powers are restricted, and that he has been instructed to secure tho best terms possible. President Roosevelt is convinced that the apointment of M. de Witt© is likely to make for permanent peace.
