It would seem only honourable for s thoss largely interested in land affected & by the public works of a local body to e> abstain from speaking or voting on questions directly affecting their own private i interests; or, failing that, after advancing - their own work, -they might at least allow without hindrance the completion of . works in localities from which, they de- | rive no personal benefit.
