PETERSBURG, sth December. a number of sailors at Sevastopol mutinied owing to the closing of disorderly houses and taverns. Soldiers suppressed the mutiny. JUDICIAL REFORMS. . MEETING OF LAWYERS. (Received December 6, 8.7 a.m.) ST. PETERSBURG, sth December. Two hundred Russian lawyers who were forbidden to meet in the St. Petersburg Law Courts, assembled at the Mayoralty, and endorsed the Moscow advocates' demands for judicial reforms, mviolability of the person and dwelling, and freedom of the press and personal opinion. TREATMENT OF JEWS. ' THE KISHINEFF OUTRAGE. ST. PETERSBURG, sth December. Prince Urusoff, Govarnor of Bessarabia, delivered a remarkable addre&s in replying to tke representations of a deputation of Jews which waited upon him. The Prince declared that the atrocities which took place at Kishineff (in Bessarabia), in April, 1903 (when, as the result of several days' riots, forty Jews were killed and three hundred injured) must provoke indignation in every honest Russian. The deputation emphasised Prince Urusoff's justice and legality towards the Jews, who rejoice that he has been appointed a member of a Commission which is to consider the revision of legislation dealing with Jews.
