In the House of Representatives, Mr. Afehton, in moving the second reading of the Closer Settlement Bill, drew largely on New Zealand experiences, whose legislation the mfeasure to a great extent follows. He claimed that without compulsion it would be a one-sided game between the Government 'and owner. He stated that in New Zealand compulsion did operate against the owners of land, as practically every case of valuation was ultimately fixed at a higher rate than thai placed on the land by the Government. The Settlement Board will consist of tho local Land Board and the Appeal Court. If an owner was dissatisfied with the valuation made, he could appeal to a special Court. The guiding principle of the Bill is the settlement of people around the existing railways rather thah running fresh lines to open up new country. The debate on the Bill was adjourned.
