The "newspaper Novosti supposes that the Russian squadron was the victim of a fatal misunderstanding, due to alarming rumours causing a panic. The journal does not doubt that the Ministry of Marine will act in conformity with the opinion in Europe and Britain, lest growing indignation should adversely affect the good relations between Britain and Russia.
