CABLE NEWS. [BY ELECTRIC TELEGRAPH-COPYRIGHT.] BRITAIN AND AFGHANISTAN.

THE AMEER'S INTENTIONS. CONSOLIDATING FRIENDLY RELATIONS. [PlipSS ASSOCIATION.] LONDON, 20th October. Lord Curzon will return at the end of November to resume the duties of Viceroy of India. The Ameer, Habibullah Khan, who has a subsidy of £120,000 per annum from the Indian Government, proposes to send his eldest son, Inayat Ulla, to meet Lard" Curzon, and the Ameer will receive at Kabul an Indian Government official authorised to discuss with him questions concerning his relations with Great Britain. The Standard declares , that no time could be more favourable for defining and consolidating our friendly relations with Afghanistan, and removing any misapprehension regarding the firmness of our purpose and the adequacy of our resources in India. It welcomes the Ameer's suggestion and iaitiative, which, it says, are doubly agreeable to the Government- as proof of his political capacity and confidence in 'us. The discussion and possible readjustment of arrangements dating from 1885 to 1903 would be of interesting import.
