BRITISH CRUISERS' MISSION.
LONDON, 27th August. Tho Smolensk and the St. Petersburg havo been acting from tho Admiralty's orders first issued , regardless of Count Lanimlorff's counsel. Tho latter suggested that the British cruisers should act as messengers, but it is believed tho Right Hon. A. J. Balfour instructed them to insist on tho Smolensk aud St. Petersburg signifying obedience.
