LONDON, 23rd August. Tho safety of shipping and the necessity for a definition of what is contraband form tho keynote of urgent resolutions winch have been passed by the Liverpool Chamber of Commerce and other bodies in the United Kingdom. The Pacific Steam Navigation Company and other companies are declining freights from San Francieco to Japan. Trade with tho Far Eaat is practically suspended.
