TO-DAY'S PARLIAMENT.
HOUSE OF REPRESENTATIVES. .Notice was given by Mr. Lang to move for a return showing in detail the amount paid as compensation for loss of stock from anthrax. The Premier gave notice to introduce the Labour Department Bill. The Animals Protection Act Amendment Bill,? the New Zealand Institute Biil, and the Maori Land Laws Amendment Bill were brought down by Governor's Message, and read a first time. The Preriiier, in answer to Mr. ij. Allen, said he would submit copies of the New Zealand Institute Bill to the various branches of the Institute. The Friendly Societies Act Amendment Bill was introduced by the Premier, and read a fip&t time. The Privileges Committee reported that the Parliamentary reporter of the New Zealand Times had been guilty of contempt in not disclosing the source whence he obtained information before the Education Committee, and recommended that he be fined £15, and that in future in similar cases the press reporters be disqualified from occupying a seat in the press gallery ; and that the editor of the New Zealand Times be fined £25. In the case of the Lyttelton Times, which had .similarly offended, the Committee accepted the explanation offered. The Premier moved that the report of the Committee be adopted, and the recommendations given effect to. This was carried without debate. CITY SINGLE- ELECTORATES. An amendment to the City Single Electorates Bill, of which the Attorney-Gen-eral has given notice seeks to remove the possibility of an extraordinary position ariMng, as pointed out by the Post, if the Bill was allowed to remain as it leffc the Lower House. The amendment provides that the three proposed single electorates in each city shall constitute one licensing district as at present, and empowers the Governor to 'appoint a,Returning Officer (who shall be the Returning Officer of one of the three electorates comprising the district) for the Licensing District. For the purposes of the licensing district, the electoral rolls of the three districts shall be the licensing roll. The section of the Alcoholic Liquors Sale Control Act Amendment Act 1895 requiring in certain cases a majority on the roll to vote to constitute a -valid poll shall apply only in cases where no electoral poll is taken in any of the three electorates. The Licensing Committee election s>hall be held as if this Act had noi/ passed.
