Prince Tuan is heading a rebellion against the Imperial Court. Bth March. The Standard states that the French 1 wishing to make roads through a com- ! pound owned by the Methodist Episcopalian Mission at Tientsin, the French Consul seized the mission buildings, and included them in the French settlement. The United States Consul thereupon hosted the United States flag over the buildings. The French Consul now threatens to hoist the . tri-colour above the Stars and Stripes. 9th March. M. Delcasse, the French Minister for Foreign Affairs, states that the AngloJapanese Treaty was communicated to -France prior to publication. It would not cause a modification of the French policy, which was pacific and amicable towards China. The Russian journal Novoe Vremya asserts that Russia would not admit the open door in Manchuria or other spheres of Russian influence. There would be no evacuation of Manchuria until the RussoChinese treaty was ratified. Great Britain has intimated that she is prepared to hand Tientsin over to China on Ist May if the other Powers consent. All except Germanjr agree, but the latter requires as a condition acquiescence with her demands with regard to Shantung.
