A Convention is to be appointed to deal with tho rofoim of Parliament necessary by the establishment of the Commonwealth. Bi.ls will bo introduced dealing with industrial arbitration and adult suffrage. MELBOURNE, 18th July. Tho Commonwealth Premier (Right Hon. E. Barton) informed the Federal House of Representatives that wheu the Tariff Bill was brought down it would be accompanied by . interstate free trade proposals. PROSPECTS OF PENNY POSTAGE. (Received July 19, 9.43 a.m.) MEBOURNE, This Day. The Federal Sonate has amended the Postal Bill in the direction of retaining the present rates until revoked by the Governor-General. The Postmaster-General (Hon. J. G. Drake) explains that before penny postage was introduced it was necessary to know how the revenue and expenditure stood, and it would take twelve months to find this out. TRADiNG STAMPS IN VICTORIA. The Government brought down an amended schedule to the Loan Bill totalling £2,197,000. Much wrangling ensued, and several large items were replaced, bringing tho amount to ovev three millions.
