Consequent on the refusal of China to sign the Manchurian Convention, M. do Giers, the Russian Minister at Pekin, has warned Li Hung-chang that instead of advancing the Chinese cause in the Ministers' Conference, he will henceforth support a policy of theutmost severity. Collisions between tho Russians and Chinese in Manchuria have already been renewed. CHARGES AGAINST THE RUSSIAN WAR OFFICE. (Received April 12, 9.30 a.in.) LONDON, 11th April. The 1 Standard's Moscow correspondent states that the Russian War Office directly ordered the massacre of a large number of Chinese a.t Blagovestchensk during tie campaign in Manchuria last year, and reprimanded General Orloff for asking to be allowed to spare peaceful inhabitants. Th<} Tsar, the correspondent adds, rofused to further punish General Orloff.
