CHINESE PREPARATIONS.
A GENERALISSIMO APPOINTED. LI HUNG CHANG TAKES A BOLD STAND. LONDON, 24th • September. General Tung-fu-hsiang has been appointed 'Generalissimo of the Chinese army. He declares that he will oppose FieldMarshall Count yon Walderaee, the com-mander-in-chief of the allies, tooth and nail. Li jHung Chang has telegraphed to Shanghai admitting that the surrender of Prince Tuan, Kang-Yi and others is out of the question. Peace on such, terras was impossible, and China would be compelled to fight the world. PROCLAMATIONS AGAINST THE BOXERS. 1 LONDON, 24th September. A /proclamation has been issued throughout Paoting-fu, the capital of Chi-li, and elsewhere by Li Hung Chang, in which orders are given to the Chinese Imperial soldiery to fight against and exterminate the Boxers. At Paoting-fu a Magisterial notification has also been circulated stating that all houses occupied by suspected Boxers are to be confiscated if found deserted and unoccupied at the [end of a' fortnight. ANTI - FOREIGNERS PROMOTED. LONDON, 24th September. The Empress Dowager has promotod Prince Tuan to the Grand Council. Cheng, an anti-foreigner, has been appointed the new Taotai of Shanghai.
