A LETTER FROM LORD ROSEBERY.

LONDON, 24th September. Lord Rossbery, in a letter to Captain Lambton, the Liberal candidate for Newcastle, says that in the present situation he would sooner vote for almost any strong Administration. The present Government was strong only in votes; otherwise it was the weakest in his recollection. It had neglected social' legislation, and had alienated tho friendship of foreign nations. Lord Rosebery recommends a firm, conciliatory foreign policy.
