With regard to the t increase of the American army it is likely that Congress will agree to a compromise for maintaining the strength of the permanent force at 64,000 men for 12 months. [President M'Kinley, in his speech at the opening of Congress, strongly approved Secretary Alger's suggestion for the increase of the regular army to at least 100,000 men.]
