RUSSIAN ORGANISATION IN THE NORTH PACIFIC.
[PRESB ABBOCIATION.J (Received January 28, 9.55 a.m.) St. Petersburg, 28th January. Russia has voted 6,000,000 roubles for the establishment of a coal harbour at Alexandroysk, on the Chinese mainland, opposite the island of Saghalien, and over 700 miles north of Vladivostock.
