Brassey, eldest son of Lord Brassey (Governor of Victoria) and editor of the Naval Annual, in the course of an article on the recent experiments by the French authorities at Toulon with the Gugtave Zede, expresses the opinion that submarine boats will be found useless against a moving ship.
