An edict has been issued at Pekin rescinding the Emperor's recent reforms and ordering the imprisonment of Chang Yinyuan,. the member of the Imperial Council who was deposed for sympathy with the movement. The crisis arose owing to the discovery of a plot between the Emperor and Kang Yui Wei to remove the Dowager Empress from any interest in the Government. Kang*s brother has been condemned to execution.
