Since the advent of Captain Coyle to the charge of the Permanent Force stationed here, work of an important nature has been put in hand at the Torpedo Shed Grounds, and already a great improvement has been effected. Captain Coyle, in response to instructions from the Defence Department, submitted a complete scheme for the proper equipment of buildings and appliances for the use of the Torpedo Corps, and it is probable that the whole scheme as originally detailed will be carried out by the Department.
