REPORT OF THE ROYAL COMMISSION. [PBEBS ASSOCIATION.] (Received December 1, 8 a.m.) Sydney, This Day. Mr. Justice Murray, who was appointed a Royal Commissioner to enquire into the charges made in Parliament by Mr. Varney Parkes, M.L.A. (son of the late Sir Henry Parkes) against the Publio Works Department, alleging that improper concessions were made to Messrs. Carter, Gummow, and Cox in connection with Government contracts, has presented his report to the Governor. The Commissioner 6nds that Mr. Parkes has failed to prove his charges, but nevertheless considers that he acted with the best motives.
