Mr. Henniker-Heaton, speaking in the House of Commons with reference to the penny postage, deolared that the oolonies desired it, but were never invited to join in it. Mr. Hanbury, Financial Seoretary to tho Treasury, Baid the reluctance of the colonies proved the great stumbling-blook to the Postal Union at present, and barred the penny post scheme. Mr. Provand, M.P. for Blaokfriarp, Glasgow, suggestod that a committoe should be set up to onquire into past and future mail contraots. "Mr. Hanbury replied that a Departmental Committee of Enquiry was proceeding, but he was quite willing to submit the suggestion to the Post Office authorities.
