♦ •BEJECTION OF THE VICTORIAN TOTALISATOE BILL. [~P3ESS ASSOCIATION. 1 Sydnbt, 14th August. Parliament was offioially opened to-day. The Speech from the Throne promised the early introduction of. the Legislative Council Reform Bill, also that a Bill dealing with Federation on the lines of the Hobart Conference will be submitted this soeaion. The Speeoh otherwise dealt with the programme of the Government where it was left off before the dissolution. (Received Angnst 15, 11.30 a.m.) Melbo knb.ThhDai. In the Legislative Assembly a proposal to impose a duty of 2a 6d per ton on imported coal was rejected by a large majority. Mr. Murray moved the second reading of the Totalisator Bill, which, he strongly urged, would pnt down the evils surrounding rao'ng. Sir James Patterson warmly denounced tho recognition by the State of vioe in any form. The Bill was rejected by a large majority _
