The promoters require a gnarantee of a small dividend during the progrees of the work, and they hesitate to inour the cost of forming companies and to undertake surveys without an adequate assurance that they are likely to be recouped for the expenses entailed. Sir Thomas M'llwraitb, addressing the Colonial Party of tho House of Commons, said that New Guinea was the best field for recruiting coloured labour. He urged that the oolonies should be consulted before thoir Governors aro appointed. The Queensland separation movement was, he said, virtually extinct. He thought the Imperial Government ought to encourage emigration.
