Loizollon, ex-Minister for War, speaking in the Chamber, said the French Alpine defences were superior to those of Italy, but the transport service was inferior to that of Germany. Viknna, 25th February. It is reported that a meeting is being arranged between the Emperors of Austria, and Germany, at Abbazia, on the Adriatic. Constantinople, 25th February. The Sultan has presented the Khedive with a palace on the Bosphorus. . St. Petersburg, 25th February. Russia has arranged for a naval station and ports in the Mediterranean. OwiDg to the increase of the wheat duty in Italy, the Russian Government has refused to enter into a reciprocal treaty.
