CITY COUNCIL.
The City Council met last night. Present — The Mayor, Councillors Smith, Petherick, Frascr, White, Tatum, Harris, Willeston, Parsons, and Anderson. Councillors Vogel and Harcourt were granted leave of absence from the meeting. The Mayor brought up the question of the boundary between tho city and the Borough of Onslow, and with the permission of the Council moved that it bo referred to two snrveyors, one to bo appointed by each body, and in the event ot a disagreement a third to be appointed by tho other two. His Worship said the Onslow Borough had suggested Mr. Ward as its representative, and ho proposed that Mr. Mason should act on behalf of the Council. The motion was agreed to. The Wellington Builders' Association wrote approving of the amendments made in the Building Regulations. Tho report of the Public Works Committee, alroady published, was read and adopted with ono slight amondment, namely, the addition of the Mayor's name to the committee to consider the matter of the proposed recreation ground for Thorndon. Tho Mayor reported that he had acted upon the recommendation of the Works Committee with regard to a further inspection being made of certain buildings in Quin-street. On the motion of the Mayor, tho name of Councillor Anderson was substituted for that of Councillor Vogel on tho City Reserves Committee. Accounts amounting to .£2091 3s 3d were passed for payment. Councillor Anderson's motion to discharge Councillor Harris* name from tho Finance Committee, and substitute that of Councillor Harcourt, lapsed for want of a seconder. The mover said his reason for bringing forward the motion was that Councillor Harris always opposed anything for the benefit of the northern end of the city. Councillor Anderson was checked by the Mayor for attacking Councillor Harris. Councillor Tatum's motion that a portion of tho roserves in the several wards of the city should be planted each year, was carried after a short discussion. Another motion by the same Councillor, having reference to the formation of a bridle track, to eventually become a carriage drive round tho Town Belt, was seconded by Councillor Andorson, and ultimately passed in the following form :—": — " That the City Surveyor be instructed to estimate tho cost of forming a bridlo track, to be afterwards widened into a carriage drive, round tho Town Belt, and that the Government be requested to grant the uso of prison labour for tho purpose of carrying out the work." The suggestion to try and obtain prison labour to do the work came from Councillor Harris.
