HARBOUR BOARD.

The monthly meeting of tho Harbour Board was held this-itfternoon, thoro boing present— Messrs. W. Booth (chairman), J. H. Cock, D. Speedy, J. Potherick, J. H. Heat on, E. Peorco, Capt. Rose, and the Mayor of Wellington (Mr. A. W. Brown), The Chairman reported that tho current was i!2oGtf 10s 9d in credit, the •amount on fixed deposit being .£IO,OOO. Payments woro authorised as follows :—: — 'Interest, accounts, and wages, 48000 13s 7d; " salaries for November, JM2O 18s 3d ; pro- : gross on contracts, £2310 15a sd ; total, ■•C 10.762 7a 3d. Tho Chairman roportod— l. That it was '•proposed to ovordraw tho current account in ''preference to raising the fixod deposits which maturo 6th Fobruary. 2. That Messrs. Beotham, Barrand, and Wilson had signed tho lease of Sailors' Rest, prepared by tho Board's solicitors. 3. That in tho speoial wise relative to the imposition of city rates on Harbour Board proporty tho Court of Appeal had decided ono point in tho Board's favour and five against them. 4. That the Railway Commissioners had approved of the proposed new wharf and reclamation to tho north of the present Railway Wharf. ,5. That a firo occurred in G shod on the night of tho 17th instant, and that it was put out by the nightwatchman, with the aid of tho Board's appliances ; that the damage was slight, and repairs to the building will bo oamed out by tho Board's employe's, and tho coßt borno by tho insurance companies; The Wharves and Accounts Committee ronommended that tho by-laws as revised by them be approved by the Board. On the motion of Mr. Pearce, seconded by Mr. Hcaton, clause 128 was altered so as to read as follows :— " Coals passing over tho wharf from hulk, ship, or stewnor, intended for ntoamers' consumption, shall bo freo, but speoial permission must in each caso bo obtained from the wharfinger, and tho passago of coals over the wharf in such mannor shall bo subject to such regulations as may from time to timo bo mado by tho wharfinger." Sevoral technical alterations having been made tho by-laws as amended wero adopted. Tho Loan and Works Committoo recommended tho Board to charter tho Otago Harbour Board's dredge No. 222 on similar terms to those on which it is now leased to the Lyttolton Harbour Board. The Secretary reported that tho terms wero that the dredge should be chartered for six months, and that tho chargo should bo £250 por month. Tho Chairman explained that tho drodge wonld bo available for- use in Wellington in two or threo months. Tho recommendation ! was adoptod. A letter was road from tho Trados Council stating that it would at an oarly date take into consideration tho question ofjtho desirableness of altering tho dato on whioh the annual labour demonstration should bo hold. A Committeo consisting of tho Mayor, Captain Roso, and Mr. Cook was appointed to deal with tho modo of oleeting thoso members of tho Board representing the piyorß of dues and tho Chamber of Commorco. In reply to Mr. Heaton, tho Secretary said that there was no desiro to prevont men fisthiug on tho wharf, but it was desirable to prevent boys from doing bo, as they sometimes fell into tho water, in addition to whioh thoy threw Ihoir lines about and endangered the eyos of passers-by. Tho Mayor asked what was tho oiponditiro in connection with tho artesian well b »ing at the northern ond of tho Quoen's Wharf. Tho Secrotary replied that tho cost np to date was about JEISO. He added that i: was intended to continue boring for a timo.
