Mr Cecil Rhodes, the Premier, repudiates the statements that concessions hare beon made to Portugal in Manicaland, and he refuses to grant the Portuguese Government a strip of territory across the oontinent. Latest. A REPORTED DIPLOMATIC ARRANGEMENT. [united press association.] (Reoeived Fobruary 7, 11.30 a m ) London, 6th February. A report, whioh, however, laoks confirmation, is in circulation to the effect that France has agreed to buy Portugal's rights in South Africa, and to abandon her claims on the Newfoundland fisheries, on condition that England admits French sovereign rights in Portuguese Afrioa.
