TRAMWAY BY-LAWS. TO THE EDITOR.
Sir — I notice that the managor of the tramway company objocts to the by-law whioh makos it necessary for drivers to wear a badge ; and I also noto that ho has a very groat objection to conform to the bylaw rooontly enacted, which reads—" Evory passenger who shall ride on a tramway carriaffo or in or on any othor part of the carriage not constructed and liconacd for the carriage of passengers shall be puilty of an offence, and evory drivor or conductor who invites, and ovory oonductor (if any), or if none, thon every drivor who permits or suffors any passenger so to ride shall also be guilty of on offence. Every perßon who shall commit any breach or non-obsorvanoe of any of tho provisions of tbia by-law shall bo liable to a penalty not oxceeding -E5 for every such off onoo," Ac. To see how tbo above is observed, it ib only nocessary to call attention to tho oars running from 5 to 6 every evening, when passongers can be soen hanging on ovory whoro, standing on platforms, 8 tops, or anywhere else they can get a hold on. Ido not blame the passengers, who aro naturally anxious to get homo as Boon aa they can, but I think it tho boundon duty ot tho City Council's Carriage Inspector ; or if not his, then tho Inspector of Police should tako the matter up und see the by-law enforcod, and strictly carry out its provisions in tho interest of public Bafety, and also compel the Tramway Company to put on sufficient oars for tho accommodation of tho pnbhe. I may oonolude that it is " woo to any poor unfortunate oabby or oarter who transgresses," but it appeara that an influential company like the Tramway can set all law at defianoe and do just as they please.
