I (Received May 1, 1.45 p.m.) London, 80th April, The dow Licensing Bill introduced in the House of Commons by Lord Randolph Churchill provides that two-thirds of tho householders may veto the granting of a ppblioan'fi license. It also contains a provision for tho registration of clabs, with a maximum fee of .£2OOO. In moyinff tho first reading-, wbioh was carried vesteraay, hia Lordship suggested that the Bill be referred to a committee. Sir Wilfred Lawson eulogise d tho Bill, but wan opposed to the clauses granti'iitf compensation to those wlioso Ticenßoa had been taken away.
