JONITED PRKSO ASSOCIATION". | (Received December 1, 1 p.m.) London, 30th November. Lord Salisbury delivered a political address at Edinburgh last night, and was received with much enthusiasm. He said lie believed that Mr. Gladstone had no plan of Home Rule ready. To separate the Legislatures of the two countries would involve entire separation, and ondanffsr the safety of England. The result would probably b3 civil war in Ireland itself. Looking at every consideration, Homo Kule was, be_ contended, absolutely impossible. Hence it had been considered advisable to make the Crimes Act permanent. If only Scotland were against the Home Rule policy it would collapse. He stated in conclusion that next session would be occupied chiefly with Scotch business.
