Land Board,

The ordinary meeting of the Waste Lands Board was held this morning. Present — tho Chief Commissioner (presiding 1 ) , Messrs. Bnnuy, Fitzhorbort, Rocse, and McCardlo. Smoo the last meeting 1 applications were received for the lease of 2897 acres of land n.ol ontal of * il5 < tno amount paid being £485 a 7d. Tho following applications to capitalise were approved :— A. Fabian section 20, block V., Knpuaranga; C. E. Fabian, section 19, block V., Kupuaranga; J. Fabian, section 15, block V., Kupuaranga; S. Watt, section 18, block 111., Wfuroa. Mr. E. Koapizek's application to pay off balanco of section 52, block XIII., was approved. It was pointed out that tho selector could capitalise if ho wished Ihe Chief Banger reported that certain improyements had been effected on section 11. block IV., Maknri, since his visit in April last, and suggested that tho cost of inspection bo borno by tho selector. The Greytown Borough Council wroto asking to whom tho compensation for improvements effected on Crown lands near Qroytown North bad to bo paid. They forwarded n, report of their surveyor on tho subject. It was resolved to leave tho matter in tho hands of tho local bodies to settlo tho payment of *34with Mos6rß. Gallaghar and Fuller as they might think bost. A lettor was roeeived from tho Undor-Sooretary of Crown Lands stating that tho Government approved of offering tho Crown lands on the sea coast north of tho Manawatn River on pastoral leaao' at a nominal rental, but they could not undertako to plant trees and sow crass seed as required by some of tho adjoining owners. Mr Bunny expressed regrot that tree-planting could not be done, as it would bo of great bonefit to the district. It was decided that the land should first bo surveyed to suit, adjacent holders, and then the matter should be furthor considered by tho Board. Tho Undor-Secretary of Crown Lands wrote as follows with regard to Mr. C. W. Roberts' application to withdraw his tender for section 1, Mock IV Mnngahao :— " In reply to your memo of tho 30th nit. as to whether the highest tenderer for deferred paymont section No. 1, block IV., Mangahao? can withdraw his tender, I am directed by the Minister of Lands to inform you that the Crown law officers cannot advlre Land Boards in oases where questions of law in respect of disposal of land arise. There can be no doubt as to the course to be pursued in tho case to which you refer: if tho licensee neglects or declines to take up his license the deposit is absolutely forfeited in terms of Section 3 of the Land Act 1885. If a precedent were established of allowing tondorors to withdraw it would open the door to collusion amongst tenderers." It was accordingly resolved to accept tho tender of Mr. Roberts, the applicantlor the land. Mr. Reese contended that Roberts had a right to withdraw his tonder before it was opened. The proposal to vest tho Alfredton Recreation Resolves in tho Road Board was deferred until the completion of the survey. Tho Commissioner submitted an estimate of tho cost of preparing plans foi the Wairarapa East and West Counties for exhibition at various places. Mr. Reese moved— " That Government be asked to find fnmln for the preparation of tho plans." .Mr. Bunny seconded tho motion, which was w""i. Tlie JJoar<l approved of Mr. G. Wright acting as auctioneer for land bales, 111 the absence of tho Chief Commissioner Mr. M'Cardlc wished the Board to enquire into tho question of the route of railway through tho Pahiatua district, as at a meetng at Pahiatua the otlior night, it 'had been asserted that the line had been used as a decoy duck to induce people to take up land. Mr. Bunny said tho matter would requiro a lot of consideration, and should not be brought up without notice at tho end of a meeting of tho Board. Ho hold that it was out of order, and in this contention wa*> supported by tho Chairman. Tho matter was therefore held over till next meetintj tho Chairman promising to obtain all infor mation on tho .subject in the interim. Tl"h. concluded the business.
