The Stark Purchase Commission.

The Stark enquiry commenced this morning, when a long discussion took place as to the order of business, particularly whether the evidence should be elicited by the Vigilance Committee or the Government. It was ultimately resolved that witnesses should make a general statement of what they knew of the matter and be cross-examined by counsel. Mr. E. W. Alison was the first witness proposed to be called, but he lodged a long written protest against giving evidence at this stage on the ground that he had been accused of conspiracy, and according to English law he could not be compelled to give evidence a pains t himself. It was resolved to begin with the evidence of Mr. Oliver Mays, and that gentleman's examination is now proceeding.
