MR. CHAMBERLAIN'S PROPOSAL.
Ibeuter'b tki,«gbamb.l London, 13th June. Mr. Chamberlain has issued an electoral manifesto to his Birmingham constituents. Referring in it to the Irish question, he advocates a scheme whereby England, Wales, Scotland, and Ireland would be endowed with similar powors of autonomy.
