« HOUSE OF EEPRESENTATIVES. Thib Dat. The Napier Gas Bill was road a third time and passed. The report of the Public Accounts Committee on the Waimea Plains Eailway was brought up. It recommended the Government to legislate this session, with a view to enabling the company to recover rates owing to them. Mr. Cowan moved that the report be referred back to the Committee for the purpose of enabling the ratepayers to be consulted. Mr. Ballancei- strongly supported Mr. Cowan's motion, whioh was a most reafonable request. If the House dealt with the question without hearing both tides of the oase, they would act harshly and unjustly to a force seotion of the community.
