Cbbistchubch, 28th February. The Premier was engaged during the morning in receiving deputations at the office of the Engineer-in-Chief . The following wore the deputations :— From the Bail way League, to whom he promised that the Government would issue a commission to report as soon as possible upon the West Coast railway route, at the same time asking tho deputation to draft the terms of the commission aocording to their own views of what they should be. From the Chamber of Commerce, who brought before the Minister matters conneoted with railway management, and who were referred for the most part to the Minister of Publio Works ; and from the Malvern district, re a line from Sheffield to Glen Tunnel and the Wairiri Valley, and to on to the Rakaia. Theso were informed that there was no money available under the schedule of the Loan Aot. In the afternoon the Premier received a deputation from ,th« Working Men's Political Association. Mr. Carew, 8.M., delivered the following judgment : — ' It seems to me that I must follow the case of Lange and another v, Hern (Maccassey's report), which is almost identical with the present one, the only difference between the two cases is that m the other case the plaintiffs were drawers of a bill and the defendants the acceptors, and in this case the plaintiffs are payees of a note and the defendants the makers, a difference that in no way affects the principle laid down', that when the first endorsement is a special one the endorser and holder cannot sue in his own name without a re-endorse-ment to himself or in blank. If it were not for the case I refer to, I think it very likely I eHould hold a different opinion, that when the payee of a note that has been dishonoured has paid the amount to hit special endorsee, he can strike out the endorsement and sue as payee without the note being reendorsed to himself.
