It is semi-officially stated that the Ameer is now in Turkestan, and that he will receive the sympathetic hospitality of Russia, but that the idea of Russian mediation 1 on his behalf is illusory. 13th January. The excitement amongst tbe natives caused by General Roberts' victory is subsiding. General Roberts has decided to garrison the fortress of Khost, and to provision it for two months. St. Pbtbesiukg, 12th January. The Russian budget for 1879 is published. In the estimates it is proposed to equalise the revenue and expenditure by increased taxation. 13th January. An Imperial ukase announces tbe appointment of commissioners to consider the best means of reducing the public expenditure. London, 13th January. The Times says it has reason to believe that Yakoob Khan has been officially informed that the conditions of peace which will be offered him are such as he can honorably accept. The Midland Institute at Birmingham, containing the largest Shakspearean library in the world, has been totally destroyed by fire. The official enquiry into the explosion on board H.M.S. Thunderer finds that the cause is attributable to imperfect loading of the gun which burst. Cokstantinoplb, 12th January. The programme of the Grand Vizier proposes a reduction of the army to the minimum strength, and the decentralisation of the Provinces.
