NEGOTIATIONS FOR AMALGAMATION

DISCUSSIONS WITH PUBLIC WORKS DEPARTMENT

A report was made by the chairman at. the meeting of the SpringsEllesmere Power Board yesterday, regarding the proposals for amalgamation between Malvern and Springs-Ellesmere.

Mr R. T. McMillan said that representatives of the board had discussed the matter with the district electrical engineer ,at Christchurch. The matter was approached from several angles, one of tliese being whether it was possible to obtain.a reduction in the cost of power in bulk required for the combined district. The reply was that there was no provision to do so nor was there any possibility of it. Another angle was whether there was any possibility of any worthwhile saving being made which would meet the difference in charges and costs between the two boards. Trie conclusion reached was that there would not be sufficient. Another matter "considered whether it was possible in one district to have two sets of charges, one being for an outer area. The reply here was that according to the Government's regulations the one scale of charges had to operate ,over all the district.

The chairman added, that these conditions would not render amalgamation ' possible because of the increased burden which would be imposed on the consumers in the Springs-Ellesmere district where the scheduled charges "were less than what they were in Malvern. He ex-; plained that the difficulty arose out of the difference in charges imposed in Springs-Ellesmere to those and the rate which were .necessary to finance the Malvern board. It was stated- that a case had been prepared to submission to the Public Works authorities at Wellington, but a reply had not yet been' received.. Further consideration of the proposal was deferred until the reply had come to hand. _~ Mr H. D. Moran remarked that the time had come for the regrouping ,of all the power districts which might result, in tremendous improvements being made.
