CONDITIONALLY ON ARREARS BEING PAID
A fairly well-attended meeting of people interested in ihe above scheme, took place on Monday eveniug of last week- Mr Horn (County chairman) explained the object of the meeting He said that the ratepayers were indebted to Mr Nayloi (member) for the present position of the scheme Some eighteen months ago he (Mr Naylor) interviewed the Minister, pointing out strongly the need of such a service, with such effect that the Government have acted liberally in i he matter. Mr Nays lor then brought the matter before the Council- The engineer was instructed *>o make a and prepare an estimate of pij. es, etc. This was done, the estimate being L 2200. The matter was ag-in brought before the Government, and they rep ied, agreeing to* sub* sidise L for 1- The Council con* sidered the matter at last meeting. and decided that another LL'OO would be requited for preliminary work. He (Mr Horn) wa<* guthor-s ised to prepare the preliminary negotiations lor a loan of Li2oo Ihis has been gone on with, and the ratepayers have to do 'he rest. The m in joint was to get the consent of 'he ratepayers- There were two ways of doing xo, viz, by a poll (one half in favor), or by tlree fifhs of the actual rateable ralue—the latter scheme being considered the best, it was also a condition of the Council that all water rates in arreais must bepaia otherwise the scheme would fall through. The Council's solictor had lound it necessary to have two separate accounts, viz, loan and interest, and maintenance- Ihe rateable -value of 'he town of Clyde was Li 3,500, on which sum a ra'e •fid in the L was J. 56 os, whi e the interest wag 1,54 per ye;>r- The maintenance would cost yearly LSO- which would be covered by anoiher Id; making in all a rate of 3d in the L 'J he Council had taken over the old linbili'V, and were subsidising the loan- In conclusion ihe chairman sirongly advised the peop.e of Oljdeto seize such a splendid opportunity In reply to a question from M> Smart as to whether it were optional for the ratepayers to vote or

Jn reply, the chairman explained that L4O of that amount was really not arrears, but was outstanding as rates for the past half year Mr Gilkison proposed-That this meeting heartily approves of 'he scheme for he water supply, and that a hearty vote of'thanks be tendered to Messrs Horn, Naylor, and the Council for the suppori given the scheme—Mr Pitches seconded, and the motion was carried unanimously-
The chairman here mentioned that Mr Dickie had made applica-. tion to the Government for the money, and that every step had been taken to ensure the sucopss ol the scheme
After a good deal of discussion, on the suggestion of the chairman and on the motion of Messrs Fache and Francis- it was resolved—That the Clyde Town Trust be ap> pointed a committee to assist the County clerk in getting in arrears After a number uf j.ent ernen had signed the papers'he meeting closed with a vote of thanks to the chair,
