THE CZAR'S TOUR.
BERLIN, August 26. At the Czars instance, Count Von BuJow will be in attendance at the forthcoming interview between the Czar and the Kaiser. ST. PETERSBURG, August 26. Count Lamsdorf, Minister of Foreign Affairs, accompanies the Czar on his visit to France. LONDON, August 26. There are persistent reports that the aim of the Czar's visit to France is to raise a loan, and also to reopen the Manchurian question. A letter published in 'The Times.' which the paper endorses, quotes official documents showing that Great Britain is unable to rely on Germany for help in any circumstances in the event of a conflict of AngloRussian interests in the Far East. [This last item will cause no surprise either in England or elsewhere to those who view mutual exchanges of courtesies between Royal 2'ersons at their proper worth. Policies are not affected by these, as Count Von Bulow, speaking'in the Reichstag on March 6 after much foolish Press talk about AngloGerman relations, took care to emphasise. He then said: 'We will live in peace with England, but practical politics were dependent upon reciprocity, and foreign politics would not be affected by dynastic considerations or ties of relationship."]
